Yep, that's the intent of it. It's basically one big public banlist where we post the usernames of banned users and the reasons why they were banned so that folks can be made aware should anyone decide to go alt-evading.

Not all banned users get in there though, it's primarily for spambots and people who think the n-word is the peak of comedy should either of those unsavory types arrive.
